Yep, second release for the day.  At least my day.

The differences are only in the timer implementation.  The 0.31 sources
contain a completely broken debugging version I had.  I forgot to check
in the real code.  This is now changed.

This time I also won't forget the timestamp for glibc CVS:

If you don't want to try timers and have downloaded 0.31, don't bother.
