Help with ftp config

Hello all,
I've installed RH 4.2 on a Dell laptop and for some reason ftp does not
get configured and/or installed correctly. I'm making progress but I've
run out of new ideas.
1. From another unix computer to the RH laptop I try to ftp I get the
message
"service not supported"
sol'n. - I installed in.ftpd in /usr/sbin/in.ftpd and fixed
/etc/inetd.conf, made sure /etc/services is ok.
2. Now I get the login prompt but I can't log in. I never get a
password: prompt, the message is: "permission denied"
sol'n - I made sure that my shell is in /etc/shells... I've run out of
ideas.
Are there any group permissions I should have or should I belong to the
ftp group? Should I do an rpm install?
