Use the "Kernel Configurator" from RedHat's control-panel program.

My ne2000 clone is configured from there as follows:

Type     Module       Arguments
eth0     ne           io=0x300 irq=9

Looking at the strange conf.modules, I see amongst the other
stuff:

alias eth0 ne
options eth0 io=0x300 irq=9
