RH4.2 -- hostname setup

I was just going through some of the RC scripts to see how the system is
setup.  I'm also beginning to examine how the system is named (FQDN as well
as name).  I have some questions about this:

* How are /etc/HOSTNAME and /etc/sysconfig/network synced?  Are they?
* Should these places contain an FQDN or just a host name?
* If you're using the caching-nameserver, should /etc/resolv.conf be set?
* What's the difference between /etc/rc.d/rc and /etc/rc.d/rc.sysinit?
