USERADD!!

Please help. How on earth can I add users to my system, while retaining
the shadowed password and being able to specify the range of UIDs, Group,
and home directory? I have repeatedly tried to download and install the
"shadow suite" (970616), but when I get to running make I get things like:
make[2]: *** [dialchk.o] Error 1
make[2]: Leaving directory `/usr/src/shadow-970616/lib'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/usr/src/shadow-970616'
make: *** [all-recursive-hack] Error 2
Afterwards, I have the man pages for the new commands like useradd, but
the actual commands are nowhere to be found.
Is there something I need to know about this being compiled on my system?
(Redhat 4.2 on an Alpha).
