Make filesystem problem

I've been trying to install on my:
	486/100 w/8MB
	2 drives 540MB IDE, 630MB SCSI w/aha152x

I have the SCSI drive partioned as 20M /tmp and balance as /home

The install program mke2fs mke2fs /tmp/hda2 which works fine
BUT when it does /tmp/sda2 partion I get the following error on the
virtual console:

<4>Couldn't get a free page....

and the system hangs.  This drive worked fine on Win95. 
I have 25164k of swap defined and added

Help!  Been struggling for awhile..
