 recall using a couple of 3c509's in an EISA box using an OS whose name
will not be revealed for safety reasons.

There is a utility that allows EISA config to configure them even though
they are ISA.
The utility ships with the card, and works quite nicely.  I suspect that
the card's firmware has been set to EISA.

Try resetting the card to be an ISA card...
