fopen and apache1.3

I have installed apache 1.3. Everything looks ok until I try and add
virtual web sites.

I get the following message:

[root mail src]# /usr/sbin/httpd
fopen: No such file or directory
httpd: could not open document config file
/usr/local/etc/httpd/conf/httpd.conf

Why don't I have a copy of fopen? what does it do and how can I fix this
problem?

Any thoughts?
