Connection refused - Help !!!

Hi,
I am trying to connecto to my Linux box through Telnet and I can't, it says
: Connection refused.
I've got this message too :

racp_recv_raw:recv/read system error::Connection rest by peer
racp_shutdown:shutdown failed:Transport endpoint is not connected

Any suggestions ?
