Newbie Fips problem

I am trying to install Redhat Linux 4.0 for the first time from the
CD. The problem is that fips isn't working. I have tried to run fips a
number of ways, all unsuccessful.
From Windows 95 when I run fips it gives me a warning not to run
from a multitasking operating system, so I haven't continued past that
warning.
If I exit Windows to DOS (under start->shut down->restart the computer
in MS-DOS mode) and run from a floppy in drive a I get:
> Error: Unknown file system: 0Bh
> Only DOS partitions can be split (system indicator byte must be 4 or 6
I have also tried to run fips from within DOS but using the copy of
fips in dosutils on the Redhat CD-ROM. I get the same error as above.
I am running on an AMD K6 with a SQ594 motherboard. I don't have the
hard drive specs on me, but it's IDE with 4.3 Gb.
The people at Redhat told me they don't support fips or my configuration.
They said the mailing list could help.
If anyone can, please help me. I can't stand Windows. I just want
to program with emacs, gnu, and twm.
