Time Zones (fwd)

When Linux was installed on this system the time was configured for 
"local" rather than UTC and the time zone was properly set for this 
locale, via the configuration menu during the installation process.

Assuming that I wish to change from "local" time to "UTC" time and/or 
change to a different time zone, how would I go about doing this now that 
we are well past installation and have been using the  system for over a 
year?
