Passive FTP, Anyone?

Okay, here's the deal...

Two machines...
The first is acting as a firewall of sorts, and running fwtk's
ftpd gateway to the second.

The second machine is running RH5.0 and it's normal ftpd.

The problem...

People can't seem to passive ftp from this setup.

I'm not sure if the ftp-gw is the culprit or RH's ftpd.
I think ftp-gw might be. When the person is connected
(they can always connect), and they first attempt an 'ls',
the gw machine shows a TCP socket attempting to connect
to their machine from us for the data transfer. This
would be contradictory to how I understand passive FTP
works. There is no additional socket listening at that
point (just the initial connection), and their side hangs
indefinitely. Our attempted connection to them never
completes either.

Any takers?
I've got the ftp-gw source and have dug around, but found
no reference whatsoever to passive mode in it.
