Thanks, but I finally found references that indicate fwtk 2.1 (the
latest
version) and maybe even 2.0 had passive ftp enabled.  Review of the
source code indicates that passive had been previously "stubbed out",
that is, there were basic hooks for it, but no actual code.

I have compiled 2.1 and made some modifications that should resolve
this.
