I had a similiar problem. Disabling sendmail (with ntsysv) at boot-time
speeded up the boot process...
It seems as if sendmail attempts to verify connectivity, by checking for
the DNS or other sendmail/SMTP/UUCP servers. Since the network I
administer only has ISDN access, we only open it manually, on demand.
Whenever the ISDN line is down, the Linux box will halt during boot of
sendmail. Needless to say, DNS & SMTP host are on the other side of the
ISDN Router.
