How to build a boot floppy when glibc is 3MB?

I'd like to boot from a SCSI controller (InitI/O INI-9520UW) that is not
supported by the Red Hat 5.0 install disks. The boot disk HOWTO shows
how to do this using the old 'C' library which was 500KB. In Red Hat
4.2 the 'C' library had increased to 700KB, but in Red Hat 5.0 the glibc
library is 3MB. Even compressed, there is no way that this is going to
fit on a floppy. I've tried to decompose the Red Hat 5.0 install
floppy to figure out how they fit it all together (I assume they use the
old 'C' library, with special versions of binaries linked against it),
but have not been able to make sense of it.

How do I create a RH5.0 compatible installation/recovery floppy?
