I've had that problem many times especially when I was running libc.5.3.x.
Now I'm running libc.5.4.44, and it seems to be running better. When I got
the 'lock' file already exists, I would just delete the lock file, and then
Netscape would start OK.
A good way to see if something is 'amuck' is to do a 'ps aux|grep netscape'
to see if two copies are running. If so try to 'kill -9 pid' it, but this
always leaves a lock file behind.

You can log in as another user then 'su -' to go to root for dialing and
stuff, or install the 'sudo' rpm which allows you to specify that certain
things can be run by other users as if they were root.
