You won't see a process for qpopper running when it's called from inetd.conf
The process will only start up when there is a POP3 request for it to deal
with - and then it closes when done.

It's expecting a POP3 client to be accessing it. Running qpopper from the
command line doesn't give the info it's looking for, hence it barfs on you.

Try connecting to qpopper with popclient and see what happens.
