This is very human of your friend's cable modem service (which
one?)  In my area, (Time-Warner RoadRunner, Southern Tier,
N.Y.), they specifically disallow more than one computer per
cable modem (unless you pay extra),  they disallow home-based
web-hosting and don't give out static IP addresses.  You can
probably hook up more than one computer via IP masquerading, but
web-hosting is a little trickier.   Perhaps it could be done
with a referral from an outside site that knows the up-to-date
IP address (a little sneaky.)   Further, my system requires that
you use a proxy server which is very slow.  For all the users,
they have ONE, which I find to be a bottleneck. (Other sytems I
know of have four proxy servers, and some systems don't require
you to use one at all.)  Pages take a long time to begin
loading, and then load in fits and starts, and frequently not
completely.  I find it to be a nightmare.

I haven't yet installed cable modem support under Linux (just 
Win95), so I can't give you specific info.  But here are two 
links to start with.  The first has links to a couple system 
installations which may conform to your local system.   
Following all the links should divulge a system like yours. The 
second link has some info specific for my local system.
