For security reasons you cannot telnet into a unix machine as root
(without modifications to an /etc/ file, HIGHLY not recommended)

Just log in as a user, and 'su -' to become root.

What telnet program are you using, the built-in win95 one?  Most
terminal programs termtype will be detected.  I don't recognize the
prompting for hostname and port though?  wait... this is for your telnet
program, ah, then yes, you are correct.
