POP server

I install a RH 5.1, but the service popt did not install,  then i use
rmp -i pop 1.1.1-2.i386.rpm  to install from the cdrom, but also did not
work, i have to copy manually  the ipop2d , ipop3d, imapd files from
another RH5.1 server to the directory /usr/sbin. Then the pop server
seems to work, but the problem is:

When i read email from a W95 client machine using internet mail
software, the error "BAD login" appear. What happened?,
