X Permissions problems

I just loaded RH 5.1 on one of my machines and am having a problem I have
never seen before. When I try to open an X session either from XDM or
STARTX, the Xserver just stalls before a windows manager comes up. If I
am signed in as root there is no problem. In my .FVWM2-errors file there
is a line that reads...
exclusive open for output file failed in m4_defs: Permission denied
Initially this sounded like a locking or permissions problem, but I don't
see any files with a name similar to this. I am using MetroX 4.3 on this
system, but I have never seen it cause this problem on any of the other
machines I have running 5.1. Any help would be appreciated
