hostname malfunction

Has anyone ever had this problem?
the dang hostname keeps changing to your internet connetion?
I want my hostname left alone but someone or something keeps
changing it to whatever connetiuon I happen to be assigned to
when I connect.

such as from localhost.localdomain to 
ict256.southwind.net
and I don't need that to happen.
I tried putting this in hosts.deny and that did not 
work.

Can I make my hostname thing readonly?
Who keeps changing it?
is there a hacker?
