Can't start 2nd DNS service

Mateys,
Once I start my DNS service, all telnet and ftp will take at least 30
seconds to get connecting. If I shut DNS service down by "ndc shut", all
telnet and ftp service will back to normal and login prompt will appear
immediately. Is there any one can help ? Is there any one can tell what and
how these files want to modify, e.g. named.conf, hosts.conf, named.ca,
named.local, resolv.conf.
Even worse, I can't start a 2nd DNS (It can provide DNS services to other
networked PC and its information is downloaded from other 1st DNS across
WAN) in redhat. However, DNS services seems to be perfectly OK if I use
nslookup to query its database by telnet to this server. It sounds that DNS
service is only availble in this redhat box and no other external entity can
use its service.
Other than that, all networking functions work perfectly. I read all HOWTO
docu but no use. Following is my details.
Machine : IBM 300GL, PII 450MHz, 64MB RAM, S3 3D Chipsets, 4GB HD.
NIC : 3COM 3C905B
Redhat : 6.0 + CLE0.8...
BIND : bind 8.2.6
