Dialup setup -- hosts file!?

Hi,
In my initial attempts to setup Linux to dialup to my ISP, I changed my
hosts file.
I left the original line intact as follows:
127.0.0.1 localhost localhost.localdomain
However, according to the initial guidance I received, I was instructed
to add another line to
my hosts file. So, now my hosts looks something like this:
127.0.0.1 localhost localhost.localdomain
0.0.0.0 somethinghere.host host
(I don't remember right now that I have in place of
'somethinghere.host'.)
The second line looks wrong to me. I have trying to find some
documentation to help me with setting up hosts file. I couldn't find
anything.
I am not trying to do anything fancy at all. Just using my machine as a
single user machine. Nothing special at all. No external machine needs
to know my machine. Please let me know if I need the second line at all.
The reason I am concerned about this are two problems I am facing:
(1) Upon connecting to my ISP, my unix prompt changes as follows:
from
localhost anas$
to
209-102-130-190 anas$
Where as '209-102-130-190' reflects the dynamic IP address assigned
by the ISP.
(2) Any website I try to access takes a lot more time than it usually
does on Win95.
I don't know if the setup in hosts file is causing these two problems.
