My bios doesn't support LBA, at least not by that name anyway. :/

Guess what I discovered? While looking for the LBA setting in bios, I
noticed my hd parameters were still set to my old hard drive! :/ How in
the world could I have fdisked, formatted, and then loaded dos into a
drive that wasn't configured correctly?

So I did ANOTHER full install, with only one error, rebooted from the
hd, and I STILL had the same LI prompt. But then I tried a boot disk,
and things started to happen, I'm logged on at this moment!

I went straigt to xwindows, and there still is no control panel access,
but that is for another day, this has been a long one.

Now all I have to do is figure out how to break out of the manual that
comes with xwindows, its been loading non stop for half an hour!

Thanks to everyone who took the time to offer help. I'm off to the How
To's.
