Yes, often. Both from .iso and the RawHide distribution.

No. This is the first time I have heard of something looking for it.
Perhaps you don't have the correct directory structure on the CD. the
"root" of the CD will have the "RedHat" directory and the "COPYING" file
in it. You should have downloaded (recursivly) everything  from that
directory downward.

Well, I think the .iso has am MD5 signiture. Am I right? Never messed
with it.

No. the .iso is an iso9660 filesystem image of the CD. When burned, it
is a bootable installation CD, identical to one you would buy (except
for the encryption stuff).
