Scroll bars

Hi all,
I posted this request for help some time ago, with no response, so I
though i would try again.

I have Redhat 5.2 on a 486DX100 machine. When I click on the bottom of a
scroll bar in an xterm or any other window, the scrolling down starts,
but when I take my finger off the mouse the scroll continues, as if some
buffer was full. How do I prevent this?  The same happens if I am using
Star Office spreadsheet, and try to select an area that continues below
the bottom of the screen, it just keeps on going for a long time.

Are there any mouse parameters I need to set?
If so how and where?
