It may not be Ret Hat's fault... Depending upon the network traffic,
things could get real slow, even if their server is not loaded too much.

Lotsa things happen about 6pm when folks get home and start logging in
for the night time internet fix.  Routing and traffic all get messy and
the internet starts to have local traffic problems.  Not all of these
problems are close to the cause of the problem....
