Your ISP may have something that prevents a remote site from logging into
your box. Have you tried something like "ping" from both side to verify
the links are OK? I would also try using traceroute to make sure the
routes are ALL OK.
Also, you probably have tcpwrappers installed. You may want to run
telnetd outside of tcpwrappers. It will also help if your machine is
resolving properly. Is the client address registered? I would suggest
that you edit/create a /etc/nsswitch.conf to use your /etc/hosts then your
dns server. Most people leave this file in the default format which tries
to use nis and nisplus (these are seldom used methods to resolve).
