rc.local and ipfwadm

I have added my ipfwadm commands to /etc/rc.d/rc.local but still have to
type them on a restart.

I am starting ppp on a restart and have noted that it is still in
progress when the boot has finished. Is this the problem do the ipfwadm
commands have to be executed after ppp is up?

If this is the case where do I add them?

Sorry for asking what are probable seem by many as dumb questions, but I
still haven't got a handle on how the boot process works ( there seems
to be a lot of files involved).
