Can't ping RH host - resend#2

I've just installed RH 5.2. My Linux system is connected to a hub, with a
Windows NT system also attached.
I'm trying to put both machines in a private Class C subnet (192.168.x.x).
The Linux machine is 192.168.1.4, and the NT machine is 192.168.1.3. Both
have a 255.255.255.0 subnet mask.
The Linux machine boots fine. ifconfig -a indicates the proper address and
mask, and shows a MAC address. Trouble is, I can't ping either machine from
the other. If I ping the Linux machine's own IP address, it works though.
Also, just to experiment, I set the Linux machine's IP address to be the
same as teh NT machine. Within a few seconds after booting the Linux
machine, the NT machine complains about an IP address conflict.
It appears the Linux machine is sending some sort of properly addressed
packet out. Why doesn't ping return? While I'm sure this is something
trivial, I'm still baffled.
