Permission Denied when trying to use modem

I am using RH 6 and trying to dial-out. When I am logged in as root there
is no problem but as a regular user using minicom I get permission denied
on /dev/modem which is linked to my ttyso (com1). Also in X when trying to
establish a ppp session it says it can't open the modem.
In RH 5.2 this was not a problem if my supplementary group was pppusers. I
have the normal user account account configured with pppusers as a
supplementary group just as I had done in 5.2 but can't access modem.
What do I need to change to allow members of pppusers to dial-out?
