pci_init: no BIOS32 detected. Carliberating loop... Why?

Hi, all,
I tried to install v5.1 system on a COMPAQ 4/66 computer. Soo after the kernel begins to load, it gives an message "pci_init: no BIOS32 detected. Carliberating loop... ". Then the system hangs up. Is there anybody knows why and how to fix it?
