RedHat 6.0 Upgrade trouble (error: mount failed: device or resourcebusy)

I have RedHat 5.2, and I attempted to upgrade to 6.0. I downloaded
the contents of the i386 directory from an ftp site onto one of my DOS
partitions (fat 32 partition on Win98) so that I could install from my
hard disk (I only did this because I was also having a problem with
ftp installation that I couldn't fix).
I have the proper directory structure and I have execute permission on
the files and directories. At first, the install program works fine,
and is able to load the second stage ram disk after I tell it which
partition has the RedHat directory.
Then I get the dialog to choose between install and upgrade (I choose
upgrade), followed by a dialog asking if I have any SCSI adapters (I
don't). This is where the trouble starts. It asks if I have a SCSI
adapter about 3 or 4 more times, Then get the following errors:
Mount failed: Device or resource busy
I choose ok, and this error dialog is given to me several more times.
Finally, I am presented with a dialog that says "What partition holds
the root partition of the installation?" When I choose a partition,
once again it tells me that it cannot mount the partition. Thus, I am
unable to perform the upgrade.
What could I be doing wrong?
