Actually, it looks like I have exactly the same problem. Empty
passwords are broken. Furthermore, if I try to use the "passwd" command
to set a non-empty password, the command reports success but does not
actually change /etc/passwd.
Thus, when I thought I was testing non-empty passwords, I probably still
had empty ones but didn't realize it. What finally worked was to
disable all of the accounts (passwd "!!") and then use the "passwd"
command to give them non-empty passwords.

I've been struggling with this for four days. I finally decided to post
a description of the problem, and had the answer less than nine hours
later. There's nothing like a responsive, intelligent community of
support to help remind me why I love Linux.
