samba problem

I have a Redhat Linux server running Samba  as windows 95/98 file server,I
have a problem.

I set 'security=share' to share some tools and freeware for users , but I
don't hope other users to install these software by themselves, only I can
install for them. I search all samba document but can not find a way to do
this. I don't want to set 'security=user'.
