I don't know of any non-X fax viewers.

The message: 

  xv: Command not found

means that xv (which is an X-based tool!) is not installed on your
system.  At redhat 6, this tool is no longer distributed.  You can,
however, find it elsewhere:

   http://www.trilon.com/xv/downloads.html

The program 'ee' replaces xv at redhat 6, if you decide to set up
Xwindows then you should give it a try.
