Errant top/uptime

Both top and uptime have reported a load of > 1 for the past few days.
But top doesn't show any processes which cause any apreciable load, xload
shows a low load and there is no noticable slowdown on the machine.
I'm assuming that this is a problem with top and uptime. A friend of mine
said this had happened to him and that the only thing that fixed it was a
reboot. Is there a better way of fixing this problem?
