shell prompt during install

I had not installed RedHat in a while until I recently tried to help a
friend install 6.0 (I know 6.1 is out, but at the moment 6.0 is more
convenient). We created a floppy image from the bootnet.img file in the
i386/images directory and booted it. I got up to entering the site for an
FTP install when I hit a snag and needed to debug it.
I tried switching virtual consoles and noticed that while there was
diagnostic information on consoles 3 and 4, there was no "Press enter for a
shell prompt" on console 2, as I had seen on every previous RedHat install.
In fact, I couldn't even switch to console 2.
I checked the RedHat Linux 6.0 Installation Guide, and it indicated that
there should be a shell on VC2. Is there something special I have to do to
activate it? Surely RedHat didn't remove the shell from the install disk?
Can anyone confirm getting to a shell during the RedHat 6.0 installation?
