Why should ALL "Base" packages be ALWAYS upgraded?

Hi all,
when testing "Upgrade" on a newly-installed 6.1 machine I have noted that
a bulk of packages (Base) was reinstalled without any visible reason (the
same exact versions were already present on the system). On 6.0, only the
older versions were being replaced, which is much cleaner.
