how can i download file when i was connected to isp(by telnet)

i wanna download some file from a bbs.
i connect to there via telnet.

i know that to download file, i've to switch to ftp protocol.

in windows, there is a program to support it (for example: netterm)
is there any program like that?
or any else way to make it?
