upgrade problems --- still

With the updated images, I am trying to upgrade from 6.0 to 6.1.  I am
using bootnet b/c I want to upgrade via ftp.

First, I waited 1 hour on a PII 230MHZ with the dialog

       Finding installed packages

Then it starts moving, but then it hangs when trying to install

     setup-2.0.5-1

(which seems to be the first package).  When I say hangs, I mean 12
hours.  I tried this 3 times, once trying to use the updates image as
well.  (I have no idea what updates img is for though; where is the
doc?).

I also tried to tp run upgrade on a 6.1 system.  Same result (the
dialog does say that there are 126M worth of packages to upgrade).

Any advice?  

Where does one report problems like these?  I cannot figure out how to
use bugzilla for this purpose.
