Whoa.  What do you mean "add a new partition to /etc/lilo.conf"?
You list your partitions in /etc/fstab.  /etc/lilo.conf is solely
for specifying the kernel and its location.

Did you reload lilo on the floppy?
Lilo is boot loader.  Changes made to /etc/lilo.conf...

a)  ...mean nothing unless you rerun /sbin/lilo.
b)  ...won't write anything to the floppy unless you
       have the _floppy_ in you /etc/lilo.conf or
       use some command-line options to lilo.

I'm not quite sure what you're doing,
or even what you're trying to do.
