2 windows instead of 4?

I am running RH6 and KDE.
Recently after rebooting and running KDE my desktop came up as 2 panels instead of the 4 it had been. What exactly are thes called? Desktops? Panels? Virtual Desktops? 
Anyway, 
I have restarted the pager (?) program that runs on the toolbar at the bottom of the screen (KDE) 
I have also tried to run another pager (?) program
I have looked around in the different settings areas of KDE and not found anywhere to change it.
I have restarted X multiple times
I have rebooted multiple times and still get just 2 panels instead of the 4 I used to get.

I have looked through the 2 Linux books I have at home and neither of them address this.

Is there a file somewhere that I need to edit? Or is there a settings program that I can run to change this?
