I just tried out ftp.redhat.com 30 seconds ago.  Yes, the maximum number
of clients are logged in and the server is not accepting new connections.
This is NOT a bug.  It is just that Red Hat's server is only so big.

Try ftp.cdrom.com/pub/linux/redhat.  This is a bigger/faster server
I am as I type getting about 7KB/Sec from ftp.cdrom.com
