pppd needs to dial twice

I have a problem with RH 6.1 using pppd. It keeps
redialing twice everytime it needs to make a demand dialing
connection. I have download the latest pppd rpm
but it still has the same results. I am using
a US Robotics V.90 sportster and issue a ATZ4 command
for the init string.
