I had the same problem and resolved it by modifiying the preferences.js
file in your home .netscape directory.
Find the line that contains pab.locale. Change the attribute to "C" so
it looks like to following:
user_pref("ldap_2.servers.pab.locale", "C");
Restart Netscape.
This should fix the problem. It is a bug and has been reported to
Netscape.
