If routing is what you want, 486's should be more than enough processor
power for a small network. I'd take a look at the Linux Router Project.

Are you sure that you need to route between subnets? For a small
environment I doubt that I would want to maintain that sort of thing.
You might want to investigaate using switches to reduce the number of
collision domains and keep the network flat.
It might be cheaper and easier to maintain to set up switching.
