Pls help: Setting up a fileserver with linux

1st computer: Linux FTP server – Abit BP6 with dual celeron 500Mhz, 128Mb
ram, 30Gb HD. This computer is only for a file server working 24/7.
2nd Computer: Win 98 SE – Soyo 7VCA with uni PIII 970Mhz, 256Mb ram, 60Gb
HD. This computer is a workstation and for save the files from the Linux
server and kept it working 24/7.
Both computers are connected under a Hub 100Mbts. Also the Internet
connection is made with a cable modem connected to the uplink hub. The
computers have different static IP’s to have the output to Internet.
My questions are:
1. The win 98 computer can’t see the HD shared in the Linux computer. I made
the configuration in the graphic samba module but it doesn’t work. Therefore
the access to Internet is ok under the both computers even at the same time.
The cable modem is working correctly too. Also the pings are working
correctly and return good values in both computers.
2. Is necessary to install the Linux with ftp server activated? Or the ftp
software (in my case the Glftpf) is enough to manage the entire FTP
configuration. I tell you this because I installed the Linux with the most
simple configuration, gnome, xwindows and samba. I need to install the Linux
with some especial configuration in order to have the external ftp software
working correctly?
3. I don’t understand the Linux philosophy to manage the Ip’s. Also I don’t
know what is the IP address that I have to give to my clients. Is the same
IP that I have static in my net configuration? Or I can configure the Linux
to put a IP in my file server different from the static IP that I have to
configure to connect to internet with my cable modem and permit my clients
get in the server?
4. Under the terminal in the Linux computer I can be connected to the ftp
localhost port and access the ftp root, but when I tried to create new users
writing this line:
“site adduser name password ident ip#1” I don’t’ know what hell is
ident ip#1
