This would most likely be because the dhcp.leases file that is actually used
by RH is /var/state/dhcp/dhcp.leases

I think I can be of some assistance here.  Can you give me some information
on how you are trying to configure your setup?  What have you tried?  How
have you tested your DNS configuration(s)?
